Developmental Economics Projects:

Tim has worked on projects around the world funded by USAID, UNDP, The Inter-American Development Bank (IDB), and The World Bank. He has been staffed in project management, subject matter, financial management, and technical roles on this collection of projects.

 

USAID / Armenia

To assist in the USAID Market Liberalization and Electricity Trade (MLET) Program’s efforts for liberalizing the Wholesale Electricity Market (WEM) and improving electricity trade in Armenia, Synergy developed Armenia’s first-ever energy market exchange. This official platform, known as the Armenia Energy Exchange Market Management System (AEX MMS), enables market participants to trade in the WEM openly and efficiently by opening up access to the energy marketplace. An easy way to understand this project is by thinking about the AEX MMS as the “Robinhood” for electricity trade and investment. One goal of this multi-year project is to see increased investment in renewable energy in Armenia, which Tim is studying as part of his ongoing PHD research.

USAID/Armenia Energy and Trade

USAID / Liberia

Tim assisted the USAID/Liberia Mission build their data analysis capacity, thus creating more impactful USAID-funded programs for the country.  Tim wrote the project proposal, implementation strategy, and project execution plan and managed Synergy’s 9-person team of data analysts, technology specialists, and GIS specialists.  He was also in charge of all project reporting directly to USAID.  He conducted a STTA mission to Monrovia, Liberia and led design workshops on data analysis.  He also re-designed USAID/Liberia’s site visit and analysis process and trained USAID staff.  He was the lead author of all published reports on this project, accessible on the USAID DEC.  He led all technical program meetings with USAID, and managed all financial aspects of the project.

USAID/Liberia Monitoring and Evaluation

IDB / Barbados

Synergy was awarded a multi-year contract to help implement the Government of Barbados’s social protection agenda via conditional cash transfers (CCT), and health and technical training assistance to the most vulnerable populations under the IDB’s and UN’s $12m Strengthening Human and Social Development in Barbados Project.  Tim wrote the project proposal, Synergy’s implementation strategy, and serves as a consultant specializing in econometrics, data analytics, and the sub-field of effective social protection policy.  He co-leads Synergy’s team on this project supporting both technical and financial management of the program implementation.

World Bank / Bahamas

Since 2015, Synergy has supported the Ministry of Social Services and Urban Development in The Bahamas through the development and support of the national social protection information system.  The technology is what the Government of Bahamas uses to administer all social protection programs in the country, including all COVID-19 emergency relief.  Tim is responsible for ongoing support ensuring the long-term sustainably of the system, reporting to the PS and Minister.  He manages all financial aspects of the program implementation.

UNDP / Moldova

Synergy was awarded a contract to design, develop, and implement a Forensic Case Management System for the Government of Moldova, as part of the UNDP/Moldova Strengthening Efficiency and Access to Justice in Moldova Project.  The goal of the system is to digitalize the evidence workflow process, helping enhance the capabilities of justice sectors institutions.
